Kelvan is an elected member of Priory Chapter. He retired from the South Island Region Trust Board in June 2024 having served 7 years as an appointed member, including a period as Chair.
Kelvan has previously served a term on the Priory Board and is currently an appointed member of the Risk and Audit Committee.
Kelvan has had an extensive senior executive career in both the core public sector and the state-owned enterprises sector and has held Chief Executive, Deputy Chief Executive and Chief Operating Officer roles during his career. His particular strengths include people leadership, culture change, health and safety, financial management, risk management and stakeholder relations.
After the Christchurch earthquakes Kelvan joined the senior leadership team of the Canterbury Earthquake Recovery Authority (CERA) and following the winding down of CERA, he took on a leadership role with the Department of the Prime Minister and Cabinet (DPMC) leading the group coordinating the transition of recovery and regeneration leadership from central government to local institutions.
Kelvan has a strong primary sector and biosecurity background and is Chair of the governance group overseeing the eradication of the cattle disease Mycoplasma Bovis. He is also Chair of the New Zealand Food Safety Advisory Board, is the Crown Observer on the OSPRI Board and a director of Overseer Ltd.
Kelvan is a volunteer with the Sumner Coastguard.
Kelvan lives in Christchurch and is married to Shirley. They have two adult children and 5 grandchildren. Their passions include time with family, boating and fishing and spending time at their bach in the Marlborough Sounds
